Budget

On 1 April 1999, Dr Ho wrote to Mr Donald Tsang, Financial Secretary, regarding the Budget for the coming financial year. He made a number of suggestions including the following:

1. The sustainable development of Hong Kong in the 21st century

2. Speeding up the replacement of diesel vehicles with more environmentally friendly vehicles

3. Making preparations to deal with a population of 10 million

4. Speeding up the implementation of infrastructure projects including, the Route 7 between Kennedy Town and Aberdeen, the connecting link between Lantau Island and Green Island and the MTR North Island Line

5. Conducting a feasibility study of adopting the design of intelligent city in new towns, infrastructure projects and buildings

6. Strengthening manpower and professional training for the people

7. Privatization of public funded corporations 8. The possible effect of civil service reform on the stability and morale of the civil servants
