Summary of my remarks on the government・s motion on the Amendment to the Method for the Selection of the Chief Executive delivered at the 21 December 2005 LegCo meeting
- Support the election of the Chief Executive in 2012 by universal suffrage was one of my pledges in the 2004 LegCo election platform
- In order to gauge the view of the constituents of the Engineering Functional Constituency on the government・s political reform proposals suggested in the 5th Report of the Constitutional Development Task Force, I e-mailed them a questionnaire. Only 60 replies were received and the results indicated that there is almost a 50-50 split
- In a gathering of one of the 18 Divisions of the Hong Kong Institution of Engineers, I consulted the engineers in attendance on the subject by secret ballot. About 70% of them supported the government・s political reform package
- In the course of my contacts with other engineers, I got the impression that those supported the government・s proposals were between 50% and 70%
- In talking with many engineers, I learnt that engineers who opposed the government・s proposals were more likely to complete and return my questionnaire
- Following views were also collected during my consultation with engineers:
- The proposed increase of 100 members for the Profession Sector in the Election Committee is not enough
- The proposed inclusion of all 529 members of District Councils in the Election Committee may contravene the Basic Law
- I sent out another questionnaire immediately after the release of the government・s adjustments to its political reform proposal. The latest results indicated 620 replies (63.4%) support the government・s proposal while 360 replies (36.6%) oppose the government・s package
- The reply results indicate clearly that the majority of my constituents support the government・s political reform proposal.
